Amends Section 34171 of the Health and Safety Code to expressly include federal base reuse obligations for the former Norton Air Force Base as enforceable obligations under redevelopment successor agency law.

Specifies that Norton Air Force Base obligations, as confirmed by the 1990 Joint Powers Agreement and 1990 cooperation agreement with a state water contractor, qualify as preexisting obligations to the state or obligations imposed by state law.

Allows successor agencies to pay Norton Air Force Base obligations from Redevelopment Property Tax Trust Funds as part of their wind-down operations.

Maintains existing definitions and procedures for successor agencies to manage other enforceable obligations including bonds, loans, employee costs, and legally binding contracts.
