Requires the Department of Water Resources to update the model water-efficient landscaping ordinance by January 1, 2020, and every three years thereafter, or make a finding that an update is not needed at that time.

Department must hold one or more public hearings before updating the ordinance or making a finding of no need for update.

When the model ordinance is updated, the department must submit it to the Building Standards Commission during the triennial revision process of the California Green Building Standards Code.

Addresses California's water efficiency by synchronizing landscape ordinance updates with the state's Green Building Standards Code revision cycle to help advance irrigation technologies and sustainable water use practices.
