Amends Business and Professions Code Section 19332 to add a new Type 1C "specialty cottage" state cultivator license for medical cannabis cultivation.

Type 1C license allows cultivation of 2,500 square feet or less of total canopy size for mixed-light cultivation, up to 25 mature plants for outdoor cultivation, or 500 square feet or less for indoor cultivation on one premises.

Type 1C license uses a combination of natural and supplemental artificial lighting with a maximum threshold to be determined by the licensing authority.
