Authorizes cities and charter cities/counties to amend their charters to allow 16-year-olds to vote in school district governing board elections where they meet residence requirements.

Requires 16-year-old voters to register for the limited purpose of voting only in school district governing board elections, with all votes cast by 8 p.m. on election day.

Mandates that cities or counties entering into charter amendments must agree with county elections officials on payment allocation—either the city, county, or school district pays all implementation costs, or performs necessary duties.

Makes charter amendments with effective dates on or after January 1, 2017, valid regardless of when the amendment was actually approved.

Operative provisions depend on Secretary of State certification that California has a statewide voter registration database complying with the federal Help America Vote Act of 2002.
