Adds coaches to the list of community partners and school safety planning committee members (if the school has a coach) involved in developing comprehensive school safety plans.

Expands the scope of school safety plans to address sanctioned activities before and after school, in addition to on-campus incidents.

Requires comprehensive school safety plans to include strategies aimed at prevention of, response to, and education about potential incidents involving crime, violence, or medical emergency on school campuses.

Makes school districts and county offices of education responsible for developing comprehensive school safety plans that cover kindergarten and grades 1-12, including sanctioned before and after school activities.

Imposes state-mandated local program requirements on school districts and county offices of education; provides for reimbursement through the Commission on State Mandates if costs are determined to be state-mandated.
