Establishes the Advanced Placement STEM Access Grant Program to be administered by the State Department of Education, awarding grants of up to $8,000 per application to eligible school districts for establishing or expanding advanced placement STEM courses.

Defines eligible STEM curriculum as courses in biology, calculus, chemistry, computer science, environmental science, physics, and statistics.

Requires participating school districts to match grant amounts dollar-for-dollar or provide equivalent value in services or resources.

Prioritizes grants for high schools that do not offer advanced placement STEM courses or have oversubscribed courses, and that have identified underrepresented minority and female students with high potential for success in STEM.

Creates the Advanced Placement STEM Access Grant Program Account within the State Treasury and sunsets the program on January 1, 2022, unless extended by later legislation.
