Authorizes the Los Rios Community College District to establish a pilot program providing academic and personal support services to students with special needs, including autism spectrum disorders, through June 30, 2022.

Requires the pilot program to provide comprehensive academic support, independent living skills instruction, individually assigned mentors (ideally graduate students in psychology), and additional support from a dedicated team of professionals including directors, psychologists, tutors, and resident assistants.

Mandates support providers to submit progress reports to the district, which must compile and post this information on the district's website for parents and teachers while maintaining privacy protections under the Family Educational Rights and Privacy Act.

Allows special needs students who have not completed high school to simultaneously earn a high school diploma or equivalent and college credits at community colleges within the district.

Establishes funding flexibility from any state and nonstate sources and sets the article to become inoperative on June 30, 2022, and repealed on January 1, 2023, unless extended by later legislation.
