AB 2524 Summary: OpenJustice Data Act of 2016

• Requires the Department of Justice to publish criminal justice statistics on the OpenJustice Web portal, updated at least annually, instead of traditional paper/static annual reports, without increasing local agency reporting frequency.

• Mandates law enforcement agencies report officer-involved shooting incidents and use of force cases involving serious bodily injury or death, including victim and officer demographics, to be published on OpenJustice portal.

• Establishes the Racial and Identity Profiling Advisory Board (RIPA) beginning July 1, 2016, to analyze law enforcement data, review racial profiling policies, conduct research on implicit bias, and issue annual public reports posted on the OpenJustice portal.

• Requires the Department of Justice to evaluate annually through 2019 California's progress transitioning from summary crime reporting to incident-based crime reporting aligned with the federal National Incident-Based Reporting System.

• Modifies criminal statistics requirements to include information on hate crimes, homicide cases, identity theft arrests, stolen goods, and juvenile justice system data through the OpenJustice portal.
