Creates the California Water Efficient Landscaping Program upon identification of a funding source to encourage local agencies and water purveyors to use economic incentives promoting water-efficient landscaping and greenhouse gas emissions reduction.

Establishes the Water Efficient Landscaping Fund to provide rebates up to $2 per square foot for water-inefficient grass replacement, tools, materials, and grants to conservation corps for projects in disadvantaged communities.

Defines "water inefficient grass replacement" as installation of water-efficient irrigation systems (drip irrigation, rain harvesting, graywater infrastructure) and climate-friendly landscapes (native plants, shade trees, organic soil, compost).

Requires the program to include three elements: a residential rebate program for water-efficient landscape improvements, a jobs program, and public education on watershed-based landscaping approaches.

Prioritizes participation by low-income families qualifying for the Low-Income Home Energy Assistance Program and disadvantaged communities in drought relief areas, with emphasis on stormwater capture, infiltration, and greenhouse gas emissions reduction.
