Removes the word "both" from Government Code Section 8547.5(a) to clarify that the State Auditor shall create means for submitting allegations of improper governmental activity via mail and electronic submission through an Internet Web site portal

Clarifies that the State Auditor may request but shall not require persons submitting allegations to provide their name, contact information, or names of persons who could substantiate claims

Requires the State Auditor to clearly state on the agency Internet Web site that providing name and contact information is not required to submit an allegation

Maintains existing protections prohibiting disclosure of a whistleblower's identity without express permission, except when disclosure is made to a law enforcement agency conducting a criminal investigation
