Expands the Mental Health Services Oversight and Accountability Commission from 16 to 18 voting members, adding two positions to be appointed by the Governor for individuals with specified mental health knowledge and experience.

Requires the California Housing Finance Agency, Department of Housing and Community Development, and Department of Veterans Affairs to give preference to applicants for Veterans Housing and Homeless Prevention Bond Act funding when they demonstrate multiyear commitment of Mental Health Services Act funding for supportive housing projects.

Requires the Department of Health Care Services to post cultural competence plans from county mental health plans on a dedicated Internet Web page within 30 days of receiving the plan and notify appropriate legislative committees of availability.

Makes technical clarification that specialty mental health services for Medi-Cal beneficiaries under 21 years of age may be provided in various settings including facilities, homes, or community-based sites.
