Requires public safety departments and agencies to provide public safety officers a minimum of 3 business days' notice before releasing any audio or video of the officer recorded by the officer on the Internet.

Allows public safety officers to notify their employing agency to cease and desist from disclosing their audio or video recordings on the Internet based on reasonable belief that disclosure may result in threat, harassment, intimidation, or harm.

Authorizes the officer, district attorney, or United States Attorney to seek an injunction prohibiting the release of the officer's audio or video recordings on the Internet, with potential civil penalties up to $500 per day commencing two working days after receipt of cease and desist notice.

Extends existing protections in the Public Safety Officers Procedural Bill of Rights Act regarding photograph and identity disclosure to include recorded audio and video content.

Establishes state-mandated local program requirements with provisions for reimbursement to local agencies and school districts through existing statutory procedures if the Commission on State Mandates determines costs are state-mandated.
