Requires the Santa Monica Mountains Conservancy to establish the Los Angeles River San Fernando Valley Regional Access and Economic Sustainability Working Group to evaluate public access and business integration along the Los Angeles River in the San Fernando Valley.

Working group membership to include representatives from the conservancy, City of Los Angeles, nonprofits, environmental organizations, businesses, and relevant city and legislative districts.

Working group shall review connectivity between river-adjacent businesses and the Los Angeles River Greenway, develop recommendations for permanent business connections to bicycle networks and the river, and coordinate with the Lower Los Angeles River Working Group.

Working group to develop recommendations for outdoor education and environmental interpretation signage and prepare a report with findings and implementation recommendations including geographic scope, financing, and specific projects.

Conservancy authorized to retain technical experts and provide staffing to assist the working group in carrying out its duties.
