Clarifies that the Public Utilities Commission may establish standards for electrical, gas, water, and heat corporations after holding a hearing.

Corrects reference to Health and Safety Code Section 116270 (previously listed as 116275) regarding water corporation standards.

Requires public utilities that estimate meter readings to indicate estimates on billings and correct any inaccurate estimates by the next billing period, with exceptions for weather or unusual conditions beyond the utility's control.

Maintains commission authority to establish rules, specifications, and standards for meter accuracy and testing of appliances used for measurement.
