Requires the California Department of Transportation or regional transportation planning agencies to demonstrate that reversible lanes were considered before submitting capacity-increasing projects or major street/highway lane realignment projects to the California Transportation Commission for approval.

Applies to projects submitted through the State Transportation Improvement Program, which funds transportation capital projects recommended by regional agencies or the department.

Adds Section 100.15 to the Streets and Highways Code to establish this consideration requirement.

Became effective September 23, 2016, when signed by the Governor.
