Transfers responsibility for developing energy efficiency and water conservation plans for state facilities from the Department of General Services to the State Energy Resources Conservation and Development Commission, with departmental consultation required.

Expands plan scope to include both energy efficiency and water conservation measures in state facilities, updated biennially with input from public and private entities.

Requires the Department of General Services to submit recommendations on energy efficiency and water conservation goals to the Governor and Legislature no later than January 1, 2018, and biennially thereafter.

Mandates reporting on progress implementing efficiency and conservation measures, common measures being used, obstacles to implementation, and incorporation of efforts into the Governor's five-year infrastructure plan.

Defines "state facility" as any public building but excludes leased buildings unless financed through lease-revenue bonds.
