Requires counties participating in the Approved Relative Caregiver Funding Option Program to pay approved relative caregivers an annual clothing allowance of $240 per child for a cumulative total of three years, effective until January 1, 2020, and subject to availability of funds.

Establishes state General Fund appropriations of $15,000,000 for January 1, 2015 through June 30, 2015, with subsequent appropriations of at least $30,000,000 annually thereafter, to support payments to relative caregivers caring for children ineligible for AFDC-FC.

Allows counties to opt out of the program with at least 120 days' notice to the state and 90 days' notice to affected caregivers, with presumed opt-out if state funding falls below specified levels unless counties affirmatively opt in within 60 days of budget enactment.

Prevents participating counties from receiving continuous General Fund appropriations under Section 15200 of the Welfare and Institutions Code for purposes of implementing this act.

Maintains existing provisions that approved relative caregivers cannot receive additional CalWORKs payments for the same child and establishes child support cooperation requirements with good cause exceptions.
