Prohibits interim zoning ordinances from denying approvals needed for development of projects with a significant multifamily housing component (defined as at least one-third of total project square footage).

Applies the restriction to all cities, including charter cities, and establishes housing development as a matter of statewide concern rather than a municipal affair.

Requires interim ordinances to contain legislative findings of current and immediate threat to public health, safety, or welfare before adoption by four-fifths vote.

Excludes demolition, conversion, redevelopment, or rehabilitation of affordable multifamily housing from the multifamily housing development protections if such projects would increase prices or reduce affordable units.
