Extends exemption from water supply assessment requirements for photovoltaic and wind energy generation facilities that use no more than 75 acre-feet of water annually from January 1, 2017 to January 1, 2018.

Exempted facilities are no longer classified as "projects" under Water Code Section 10912, relieving local agencies of the duty to prepare water supply assessments for these developments.

Provides that if the Commission on State Mandates determines this bill creates state-mandated local costs, reimbursement shall be made pursuant to Government Code Part 7 (Section 17500 et seq.).

Takes effect immediately as an urgency statute to support California's renewable portfolio standard and greenhouse gas emission reduction goals.
