Amends Penal Code Section 2695.5 to revise the definition of "veteran" for purposes of veterans service advocate programs in state correctional facilities.

Removes the American Red Cross from the list of organizations whose discharged members qualify as veterans under this statute.

Adds the National Guard of any state to the list of military organizations whose discharged members qualify as veterans under this statute.

Allows qualified veterans in state prisons to work with federally certified veterans service organizations on economic recidivism prevention plans and claims for federal veterans' benefits.
