Removes an exemption that previously excluded three Independent Living Centers (Disability Resources Agency for Independent Living, Independent Living Center of Kern County, and Placer Independent Resources Services, Inc.) from receiving minimum base grant funding.

Requires all Independent Living Centers to receive at least $235,000 in base grant funds allocated by the Department of Rehabilitation, to the extent funds are appropriated by the Legislature and available from federal Social Security reimbursements.

Establishes legislative findings that independent living is a civil right, that current funding disparities exist among the 28 Independent Living Centers statewide, and that equal base grant funding is a prudent investment and first step toward addressing broader underfunding issues.

Removes a prohibition that had prevented the department from redirecting existing Independent Living Center funding to support newly eligible centers under the bill.
