Authorizes notaries public to accept valid passports or consular identification documents from an applicant's country of citizenship as proof of identity, eliminating the previous requirement for U.S. Citizenship and Immigration Services stamps.

Establishes civil penalties up to $10,000 for notaries who fail to obtain satisfactory evidence of identity, enforceable by the Secretary of State or public prosecutors.

Requires identification documents used for notarization to be current or issued within five years, and contain a photograph, description, signature, and identifying number.

Permits witness identification methods where a credible witness personally known to the notary can verify identity if the person cannot obtain standard identification documents.

Includes conditional operative language making tribal government identification cards acceptable if Senate Bill 997 is enacted after this bill.
