Authorizes San Diego County to operate an integrated and comprehensive health and human services system upon approval of the county board of supervisors and California Health and Human Services Agency.

Allows counties authorized to operate integrated systems (Humboldt, Mendocino, Alameda, and San Diego) to reallocate funds between Protective Services Subaccount and Behavioral Health Subaccount, with reallocations effective only for the fiscal year made and requiring annual reporting to Department of Finance and Secretary of Health and Human Services.

Integrated system may include adoption, child welfare, mental health, drug and alcohol, employment and training, foster care, health, public health, housing, veterans, and aging services.

Requires compliance with all applicable state and federal privacy laws including HIPAA and California Confidentiality of Medical Information Act.

Prohibits reduction in state or federal funding, discontinuation of service obligations, or increased General Fund expenditures as a result of integration; authorizes state departments to waive regulations on service delivery methods while maintaining privacy protections and civil service requirements.
