Requires the Public Utilities Commission to adopt a portability freeze rule for California's lifeline telephone service program by January 15, 2017.

Rule must include a 60-day duration for the portability freeze period.

Rule must allow subscribers to terminate lifeline service without penalty during a specified period, similar to provisions in PUC Decision 14-01-036.

Requires the lifeline program administrator to provide real-time information to telephone corporations about whether subscribers have enrolled with another provider during the portability freeze and the enrollment date.
