Amends Section 3068 of the Civil Code to make a nonsubstantive change to existing provisions governing vehicle liens dependent upon possession for repair, supply, storage, and parking services.

Establishes that a lien arises when a written statement of charges is presented to the registered owner or 15 days after work is completed, whichever occurs first.

Requires liens to be extinguished if the lienholder does not apply for authorization to conduct a lien sale or file a court action within 30 days after the lien arises.

Limits charges to registered owners at $1,500 for work or services and $1,025 for storage or parking (up to $1,250 if lien sale authorization filed within 30 days), unless the legal owner consents in writing beforehand.

Caps attorney's fees and costs at $1,750 for actions by legal owners or lessors to recover wrongfully withheld vehicles.
