Requires state departments (Department of Food and Agriculture, Labor and Workforce Development Agency, and Department of Veterans Affairs) to develop a New Veteran Farmer and Rancher Outreach and Assistance Plan by July 1, 2017

Plan shall disseminate information to California veterans about state and federal agricultural education, training, and assistance programs through electronic means, America's Job Center locations, and other available channels

Defines "veteran farmer or rancher" as someone who has not operated a farm/ranch for more than 10 years and has served in the U.S. Armed Forces (Army, Navy, Marine Corps, Air Force, Coast Guard, Reserves, or National Guard)

Allows public or private sector resources to be included in the dissemination effort

Establishes legislative findings that California agriculture generates $46.4 billion annually, the average farmer age is 58.3 years, and over 6 million veterans reside in rural America with 2 million in California
