Establishes a prima facie speed limit of 40 miles per hour on roads designated by local governing bodies as rural roads, other than state highways, with roadway width of 18 feet or less or traffic volumes exceeding 3,000 vehicles per day, when posted with a speed restriction sign.

Exempts rural roads from the definition of "speed trap," meaning enforcement of the 40 mph limit on rural roads does not require an engineering and traffic survey or compliance with speed trap regulations.

Creates a state-mandated local program by establishing a new violation of Vehicle Code, but specifies that no state reimbursement is required under Article XIII B of the California Constitution.

Applies the speed trap exemption to rural roads in the same manner as local streets, roads, and school zones, allowing enforcement without the standard engineering and traffic survey requirements.
