Exempts from California Environmental Quality Act (CEQA) requirements projects within public streets, highways, or rights-of-way for maintenance, repair, restoration, replacement, or removal of existing water distribution pipelines to address water leakage.

Exempts from CEQA activities undertaken by local agencies in response to drought that acquire water supplies, extend service, or provide drinking water and sanitation to communities with depleted groundwater wells or contaminated groundwater.

Defines "pipeline" to include subsurface pipelines and related accessories such as mains, valves, vaults, meters, and manholes.

Specifies that no state reimbursement is required for mandated local programs because local agencies have authority to levy service charges, fees, or assessments to pay for these activities.
