Authorizes caregivers to indicate in writing to a child's social worker that they are interested in and willing to provide future foster care if a child is removed from their care to reunify with a parent or guardian.

Requires caregivers expressing interest to provide contact information including phone numbers and home or business addresses, which must be placed in the child's case file.

Mandates that probation officers or social workers provide notice of detention hearings to caregivers who previously indicated willingness to provide future foster care, if the child will be retained in custody.

Amends notice requirements in Section 290.1 of the Welfare and Institutions Code to include former foster caregivers in the list of persons to be notified of dependency proceedings.

Specifies that no reimbursement is required for increased costs if the state does not provide annual funding for the cost increase under 2011 Realignment Legislation.
