Appropriates $1,300,000 from the Student Tuition Recovery Fund to the Attorney General to provide grants to nonprofit organizations assisting Corinthian Colleges students with federal loan discharge, private loan relief, and tuition recovery claims.

Requires the Bureau for Private Postsecondary Education to notify the Attorney General of unlawful Corinthian Colleges closures within 15 days, and the Attorney General to select grant recipients within 90 days and distribute funds in three installments (50% upon agreement, 25% upon second quarterly report, 25% upon third quarterly report).

Allows up to $150,000 of the appropriation for Attorney General administrative costs and permits grant recipients to use unused funds to assist students harmed by unlawful closure of other institutions approved by the bureau.

Restores up to two years of Cal Grant and California National Guard Education Assistance Award eligibility for Heald College students who were enrolled in 2013-14 or 2014-15 and could not complete their programs due to the April 27, 2015 campus closure.

Authorizes state licensing agencies to consider licensure for Corinthian Colleges students enrolled in programs designed to lead to state licensure until July 1, 2020, even if they did not receive licensure due to the institution's closure.
