• Expands enforcement of the Housing Accountability Act by authorizing housing organizations to bring legal actions challenging disapprovals of housing development projects, in addition to applicants and eligible residents.

• Defines "housing organization" as trade or industry groups engaged in housing construction/management, or nonprofits advocating for increased access to low-income housing that have filed comments with the local agency prior to action on the project.

• Housing organizations may only challenge disapprovals of housing developments, not emergency shelter disapprovals.

• Maintains existing protections prohibiting local agencies from disapproving affordable housing projects unless specific written findings based on substantial evidence are made, such as public health/safety impacts or inadequate infrastructure.
