Requires the State Department of Public Health to coordinate with the State Department of Health Care Services and Covered California to develop processes and electronic interfaces to streamline WIC Program enrollment as part of Medi-Cal and California Health Benefit Exchange applications.

Mandates CalHEERS and SAWS systems identify individuals potentially eligible for WIC by January 1, 2019, and electronically link them to WIC applications if an electronic application is available.

Requires CalHEERS and SAWS to provide a simplified electronic interface by January 1, 2022, allowing eligible individuals to complete WIC applications without resubmitting data already in the systems.

Directs the State Department of Public Health to coordinate with the State Department of Health Care Services through stakeholder engagement to develop measures and outcomes for breastfeeding rates, including initiation rates, exclusivity, duration, and ethnic/sociodemographic disparities.

Requires stakeholder recommendations on breastfeeding measures to be posted on departments' websites by January 1, 2018, and implementation contingent on available General Fund or federal funding.
