Authorizes the State Department of Public Health to establish a pilot grant program through January 1, 2020 to combat opioid abuse by awarding grants to individual pharmacies that choose to participate.

Requires participating pharmacies to offer all patients prescribed an opioid a medicine locking closure package (accessible by passcode, code, key, or other secure mechanism) with patient consent.

Prohibits the department from using General Fund moneys unless specifically appropriated; allows the department to seek funding from private entities, foundations, nonprofits, and federal grants.

Targets grant awards to areas with high prevalence of prescription drug abuse based on data from the State Department of Public Health and California Health Care Foundation.

Requires the department to evaluate program effectiveness and report findings to the Legislature no later than December 31, 2019.
