Amends the definition of "food facility" under California's Retail Food Code to create an additional exemption for private homes that meet specific requirements

Exempts private homes where food is prepared by no more than two individuals, the home is not open to the public, and the cook directly sells to consumers after fully disclosing all preparation and handling methods and associated risks

Requires that no more than six consumers be present in the private home at any one time and that there be no prior complaints about unsafe practices, nuisance, or negligence

Maintains existing exemptions for registered or permitted cottage food operations in private homes

Requires majority vote to pass with fiscal committee review but no state-mandated local program or appropriation
