Public entities capturing stormwater from urban areas in accordance with a stormwater resource plan may use the captured water to the extent it augments existing water supplies.

The bill does not alter, impair, or change existing water rights or water rights law.

The bill does not interfere with, amend, or supersede existing water rights adjudications or legally mandated water management plans.

The bill does not create new groundwater pumping rights where pumping rights do not already exist.
