Establishes the California Cybersecurity Integration Center (Cal-CSIC) within the Governor's Office of Emergency Services to develop a statewide cybersecurity strategy in coordination with the Cybersecurity Task Force.

Cal-CSIC's primary mission is to reduce the likelihood and severity of cyber incidents that could damage California's economy, critical infrastructure, or public and private sector computer networks.

Requires Cal-CSIC to include representatives from the Office of Emergency Services, Department of Technology, State Threat Assessment Center, California Highway Patrol, California Military Department, Office of the Attorney General, Health and Human Services Agency, and educational institutions.

Authorizes the Director of Emergency Services to administer and allocate federal homeland security grant funding, with priority given to prevention measures by the Department of Technology's Office of Information Security for compliance with information security and privacy policies.

Defines "prevention measures" to include risk assessments and compliance with state information security and privacy guidelines under the State Administrative Manual and Statewide Information Management Manual.
