AB 2596 Summary

• Expands prohibition on anticoagulant pesticides to include bromethalin, chlorophacinone, cholecalciferol, diphacinone, and warfarin in addition to existing restricted substances

• Changes anticoagulant pesticide prohibition from applying only to wildlife habitat areas (state parks, wildlife refuges, conservancies) to applying statewide throughout California

• Maintains exemption for pesticide use in agricultural activities as defined in Food and Agricultural Code Section 564

• Maintains exemption for federal agencies and does not preempt federal law

• Establishes state-mandated local program requiring county agricultural commissioners to enforce expanded restrictions; violations remain misdemeanors
