Requires the Governor to annually proclaim the date corresponding with the start of the lunar calendar as Lunar New Year's Day

Designates Lunar New Year's Day as having special significance in public schools and educational institutions

Encourages public schools and educational institutions to conduct culturally appropriate activities and exercises observing the Lunar New Year on that date

Acknowledges that over 2.5 million Chinese, Korean, and Vietnamese residents of California observe the Lunar New Year, and that nearly six million Asian and Pacific Islander Americans live in the state
