Requires law enforcement agencies to promptly send a copy of reports to the state licensing agency when a person holding a state professional or occupational credential is alleged to have committed specified crimes against children, elders, dependent adults, or persons with disabilities.

Covered crimes include sexual exploitation by physicians, psychotherapists, or drug/alcohol abuse counselors; elder or dependent adult abuse; sexual abuse as defined in Section 11165.1; and child abuse or failure to report child abuse.

Allows law enforcement to delay sending the report to the state agency if doing so would jeopardize an ongoing investigation, with the report to be sent once the investigation is complete or no longer at risk.

Requires state agencies receiving reports to prioritize and process them in the same manner as similar reports to ensure due process and equal protection of the laws.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement to local agencies and school districts shall be made pursuant to existing statutory procedures.
