Adds grammatical articles ("that") to subsections (c), (d), (e), (f), and (j) describing county plan requirements for labor market identification, welfare-to-work activities, treatment services, support services, and public input

Changes references from "former Section 15365.55" and "former Chapter 1.12" to clarify outdated job creation plan requirements in certain counties

Maintains existing requirement that counties submit annual addendum describing coordination of welfare-to-work activities with private industry councils, no later than September 1 each year subject to continued funding
