Removes requirements that drug paraphernalia businesses maintain a separate enclosed room with age-restricted access and signage excluding minors.

Eliminates requirement that businesses possess a cigarette or tobacco products license or derive at least 50% of annual revenues from cigarette/tobacco sales.

Simplifies law to prohibit maintaining or operating any place of business where drug paraphernalia is kept, displayed, sold, or transferred, except as authorized by law.

Maintains civil penalties (license revocation, nonrenewal, or denial) for violations but confirms violations are not criminal offenses.

Preserves exemptions for pharmacists, physicians, and licensed manufacturers/wholesalers dispensing hypodermic syringes and needles.
