• Allows programs to transfer services to another schoolsite within the same local educational agency if significant barriers to participation exist, subject to department approval and conditions protecting service equity.

• Permits department to withhold or terminate grant allocations for programs that fail to comply with required reporting on audits, fiscal matters, attendance, or outcomes.

• Specifies that grades served may be determined by local needs and establishes legislative intent that middle and junior high school pupils participate in full-day programs daily, except as specified.

• Requires department to allocate 21st Century Community Learning Centers federal funds to geographic regions based on the regional percentage of pupils eligible for free or reduced-price meals statewide.

• Provides priority enrollment for homeless youth and foster children in after school and before school programs, effective July 1, 2017, with provisions allowing self-certification and preventing disenrollment of current participants.
