Requires one Governor-appointed member of the California Coastal Commission to reside in and work directly with communities disproportionately burdened by pollution and environmental justice issues, with appointment required by the fourth available vacancy after January 1, 2017.

Defines "environmental justice" as fair treatment of all races, cultures, and incomes in the development, adoption, implementation, and enforcement of environmental laws and regulations.

Authorizes coastal development permit decision-makers to consider environmental justice and equitable distribution of environmental benefits when reviewing permit applications.

Applies non-discrimination requirements under Government Code Sections 11135 and 65040.12 to the Coastal Commission and all agencies implementing coastal resource provisions.
