CA AB2618

Authorizes community facilities districts formed under alternative procedures to finance seismic retrofitting improvements, in addition to existing authority over energy efficiency, water conservation, and renewable energy improvements.

Adds requirements that legislative bodies comply with Streets and Highways Code Sections 5898.16 and 5898.17 before annexing parcels to the district.

Restricts annexation of residential properties with four or fewer units unless they meet specified conditions, including compliance with energy efficiency improvement requirements under Public Resources Code Section 26063.

Incorporates amendments proposed jointly with AB 2693, with Section 1.5 becoming operative only if both bills are enacted by January 1, 2017, and AB 2618 is chaptered after AB 2693.
