Increases the duration of homeless assistance benefits from 16 consecutive days to 30 calendar days under the CalWORKs program.

Removes the lifetime limit on the number of times a family may receive homeless assistance or permanent housing assistance benefits, but limits temporary shelter assistance to once per calendar year.

Eliminates the authority for counties to require recipients to participate in a homelessness avoidance case plan as a condition of eligibility for homeless assistance benefits.

Specifies that no continuous appropriation from the General Fund shall be made to implement this bill, and establishes a procedure for state reimbursement to counties if the Commission on State Mandates determines the bill imposes a mandated local program.
