Authorizes use of electronic identity verification through a multilayered remote identity proofing process (meeting NIST standards) as an alternative to notarized statements for electronic requests for certified copies of birth, death, and marriage records until January 1, 2021.

Requires electronic identity verification to confirm government-issued identification numbers and financial/utility account information through state, local, or credit reporting agencies, and must comply with federal information security standards and protect against identity theft.

Mandates the State Registrar and any city or county using electronic verification without notarized statements report to the Attorney General and Legislature by January 1, 2019 on request volumes, denial rates, identity theft protections, and consumer reporting mechanisms.

Allows the State Department of Public Health to implement electronic verification procedures through all-county letters without formal regulatory action.

Sunset provision automatically repeals the electronic verification provisions on January 1, 2021, unless extended by later legislation.
