Expands seed dispute resolution procedures to include disputes over financial terms and non-payment by dealers to growers, making conciliation, mediation, or arbitration mandatory before pursuing litigation.

Creates a lien for seed growers on flower, agricultural, or vegetable seeds they grew and sold to dealers (when the grower purchased the seed), covering labor, care, and expenses in growing and harvesting.

Excludes all flower, agricultural, and vegetable seeds from the definition of "farm products" requiring dealer licensing, rather than only excluding those not purchased from a producer.

Allows arbitrators to award compensation to growers for seed production services and permits the Secretary of Food and Agriculture to revoke a dealer's registration for failure to comply with financial judgments.
