Specifies that additional hours of operation approved by Ventura beyond those operated prior to January 1, 2016, shall not be classified as an "expansion of gambling" under state law.

Makes legislative findings that the City of Ventura faces economic challenges, revenue shortfalls, and aging infrastructure requiring stable funding sources for public safety, water, senior programs, and street maintenance.

Declares that revenue from the existing gambling establishment is critical to the city's general fund and that expanded operating hours will generate additional revenue without negative community impact.
