Authorizes a county containing any portion of the coastal zone to petition superior court for a writ of mandate to have the California Coastal Commission's coastal permitting authority delegated to the county, which would become the exclusive enforcer of state and federal coastal laws in that county.

Requires counties seeking delegation to prove they have the expertise, financial capability, and experience to satisfactorily and fairly execute coastal permitting authority.

Allows delegation of authority to be reversed by an appellate court if the county abuses its discretion in a manner sufficient to warrant rescission.

Permits applicants and aggrieved persons to appeal coastal development permit decisions directly to superior court instead of to the California Coastal Commission for developments in counties or cities with delegated authority.

Limits applicability of these provisions to the extent permitted under federal law.
