AB 2651 Summary

• Amends the definition of "greenway" to require amenities only within urbanized areas and mandates that greenway design standards be consistent with floodwater control plans for rivers and tributaries.

• Expands "greenway easement" to include both developing and preserving greenways adjacent to urban waterways, with development easements required to be consistent with restoration efforts at the waterway.

• Requires greenways to be included in the land use element rather than the open-space element of local general plans.

• Incorporates conditional amendments to Section 65302 that depend on whether Senate Bills 974 and 1000 are also enacted, with different operative versions if one, both, or neither companion bills become law.

• Declares the act an urgency statute effective immediately to facilitate implementation of Chapter 639 of the Statutes of 2015.
